Fulton County commissioners approve routine payroll, grants, reappointments and contracts

At its Dec. 9 meeting, the Fulton County Board of Commissioners unanimously approved minutes, payroll and payables, reappointed planning and conservation board members, authorized two probation grants totaling $63,800, approved retirement and service-contract invoices, and accepted Elect IT contract addendums.
Fulton County commissioners convened Dec. 9 and approved a series of routine administrative actions, grants and reappointments affecting county operations and services.
The board approved the Nov. 25, 2025 meeting minutes and payroll dated Dec. 12, 2025 totaling $151,302.01. Commissioners also approved payables dated Dec. 9, 2025 in the amount of $152,517.49; the minutes list $94,208.66 charged to the General Fund and line items for several other funds.
The board approved planning commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman (four-year terms to Dec. 31, 2029) and reappointed Russell McLucas to a four-year term on the Conservation District board through Dec. 31, 2029.
Chief Probation Officer Dan Miller presented two state grant agreements: a 2025–2026 Intermediate Punishment Treatment Grant for $35,000 and a 2025–2026 Continuing County Adult Probation/Parole Grant for $28,800. Commissioners authorized Commissioner Randy H. Bunch to sign both state grant agreements and acknowledged a retention-efforts letter describing a stipend funded from restricted monthly supervision fees to be administered by the president judge for the Adult Probation Department.
The board also approved the November 2025 Retirement Fund Report as submitted by HR Administrator Mary Huston and authorized payment of Conrad Siegel Inc. invoices for actuarial services ($5,700) and investment advisory services ($3,844.25). Separately, commissioners approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance) for $14,040.56 covering Jan. 1–Dec. 31, 2026.
Commissioners approved the 2025 State Food Plan as submitted by Sue Cubbage, and accepted three Elect IT contract addendums (A: IT staffing and support; B: managed backup services; C: IT/cybersecurity awareness and phishing simulations) presented by Nelson Witmer of Elect IT Solutions. The board also reviewed Phase II renovation plans for county office space on Lincoln Way West and authorized execution of bank documents to add and remove authorized check signers as the Treasurer’s Office transitions. Interim County Treasurer Amy Bishop presented changes to Treasurer’s Office operating procedures and the board authorized the changes as presented.
Commissioner Steven L. Wible moved to adjourn at 11:02 a.m.; the motion passed unanimously.
