Fulton County commissioners approve $234,913.72 in payments, hire caseworker and greenlight senior-center engineering

The Fulton County Board of Commissioners met on Jan. 27, 2026, at the Commissioners' Office in McConnelsburg and approved accounts payable totaling $234,913.72 and a slate of routine contracts and personnel actions. Commissioner Randy H. Bunch called the meeting to order; there were no public comments.
Commissioners voted unanimously to approve the Jan. 20, 2026 minutes and to pay $234,913.72 in invoices covering multiple county funds, with $145,851.38 charged to the General Fund. Commissioner Hervey P. Hann moved the accounts-payable motion; it passed on a recorded “All in favor.”
The board approved a personnel hire for the Services for Children Department: Commissioner Steven L. Wible moved to hire Amanda Sheffield as Caseworker II, contingent on required clearances and completed paperwork. A related Salary Board meeting on the same day was recorded; separate minutes are on file.
Commissioners approved several administrative items including a travel request for employee Quinn Wiest to attend a two-day training in State College, Pa., Feb. 4–6, 2026, and the retroactive execution of the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program.
On grant and contracting matters, the board approved a Delegation of Signing Authority for Community Development Block Grant (CDBG) Entitlement Contract No. C000095314 for $218,719, to be executed by HR Administrator Mary Huston and Commissioners Wible and Bunch. The board also accepted a CES Engineering quote for professional engineering services on the Warfordsburg Senior Center project, which the motion described as including restroom renovations, a new security camera system and a mill-and-overlay for the parking lot, driveway and an accessible walking path.
Other approvals included: an invoice from Elect IT Solutions for IT staffing and support for February 2026; the Election Integrity Grant Program post-election report showing total Municipal 2025 expenditures of $84,443.55; and an insurance invoice for a Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America for $3,313. The board also approved renewal of Companion Life Insurance for group term life and AD&D at the same rates as 2025, effective April 1, 2026.
Earlier in the meeting, commissioners met with representatives of the Mental Health Association of Franklin and Fulton Counties, who said they are seeking office space in Fulton County and noted that the county contract for Peer Support Services currently is not being used. County Coroner Berley Souders discussed mileage reimbursement and a possible per diem deputy; no formal action followed those discussions.
The meeting record shows a Retirement Board meeting at 8:45 a.m. with Raymond James representatives Denny Koons and Jacob Barr for a quarterly review, and a Salary Board meeting at 11:00 a.m. related to the new hire; separate minutes for those sessions are on file. Commissioner Hervey P. Hann moved to adjourn at 11:43 a.m.; the motion carried unanimously.
