Justice, behavioral-health representatives tell Fulton County commissioners collaboration reduced local incarcerations

Representatives from the justice system and behavioral-health providers reported to the Fulton County Board of Commissioners on Jan. 20 that local collaborations between courts and mental-health services have increased deferrals to community-based treatment and produced measurable reductions in the number of people incarcerated at the Bedford County Correctional Facility.

The commissioners heard that recent initiatives — specifically the implementation of a mental health court co-responder program and placement of a recovery supports navigator — alongside strengthened existing systems, have helped redirect eligible individuals from incarceration to community-based treatment. The presenters said these changes yielded cost savings for the county, supported by blended funding from County Mental Health resources and grants from the Pennsylvania Commission on Crime and Delinquency.

The report to the board emphasized next steps: mapping available community treatment and training resources to support staff and court personnel, and exploring supported housing options for people being diverted from incarceration. Commissioners did not take a formal vote on program expansion at the meeting; the discussion focused on planning and interagency coordination.

The update was presented during regular business and did not include a formal action to appropriate new funds; presenters and commissioners noted the work relies on mixed funding streams already identified in the update and on continued grant support. The board recorded the meeting minutes and will retain the separate records and any follow-up reports in the county file.
