Fulton County commissioners voted Feb. 3 to hire Kulla, Barkdoll & Stewart, P.C. (KB&S) to conduct a legal and consulting review of the county Prothonotary's Office.
Commissioner Hervey P. Hann moved to approve and execute an engagement letter with KB&S to "provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office," and the motion carried "All in favor." The minutes record that the board later conducted interviews for the Prothonotary's Office, with the commissioners, HR Administrator Mary Huston and Chief Clerk Stacey M. Shives participating in those interviews. The minutes state only that interviews were conducted; no selection or hiring decision is recorded in the minutes.
Separately, the board approved and executed the January 2026 Retirement Fund Report as presented by HR Administrator Mary Huston; that action was recorded as unanimous. The minutes note that separate minutes are on file for a Tax Appeal Hearing that followed the morning executive session; Commissioner Steven L. Wible abstained from the tax appeal hearing due to a conflict of interest, per the minutes.
The engagement letter with KB&S and the interviews indicate the county is pursuing an external review and internal staffing process for the Prothonotary's Office. The minutes do not include details about the scope beyond the phrase recorded in the engagement letter nor do they record timelines for the KB&S review or the outcome of the interviews.
