Grant County Water Resource District approves bills, orders materials for Sheep Creek and declines EAP proposal

ELGIN, N.D. — The Grant County Water Resource District on Sept. 22 approved its monthly minutes and bills, heard two public comments about land use and drainage, noted completion of repairs at the Raleigh Reservoir spillway and authorized maintenance purchases for Sheep Creek.
Chairman Jerald Christensen opened the 9 a.m. meeting with Directors Gary Meyer and Harold Gaugler and Secretary/Treasurer Julie Levorsen present. During public comment, Clarence Laub III proposed grazing the west side of Sheep Creek with rebuilt fencing and an alternative water source; Director Harold Gaugler moved that the board pursue information-gathering, including contacting North Dakota Game & Fish for input. Gary Meyer seconded and the motion carried.
Brandon Bertch presented documentation alleging obstructions to drainage that have reduced farmland and caused water in basements; the board received the complaint for consideration but no formal action was recorded at the meeting.
The board reviewed the minutes of the Aug. 18 meeting; Gary Meyer moved to approve the minutes, Harold Gaugler seconded and the motion carried. The board then reviewed and approved payment of presented bills from local vendors and service providers — including charges to Southwest Water Authority, Lince Sanitation, Elgin True Value and others — totaling $4,655.40 after a motion by Meyer and a second by Gaugler.
Board members were told that repairs to the Raleigh Reservoir spillway have been completed and that fall maintenance work is planned. For Sheep Creek maintenance, Harold Gaugler moved to order windbreak material from Milt's Building Supply; Gary Meyer seconded and the motion carried, authorizing the purchase.
On the Raleigh Dam Emergency Action Plan, Gaugler moved that the board not use the services proposal from Houston Engineering; Meyer seconded and the motion carried. The minutes record that correspondence was reviewed and that the meeting was adjourned on a motion by Gaugler and second by Meyer.
The board did not record individual roll-call votes in the minutes; each motion in the record is noted as "motion carried." The district will pursue the information-gathering steps on the Sheep Creek grazing proposal and proceed with planned maintenance on the Raleigh Reservoir.
