Grant County Water Resource District approves bills, readies 2025 budget for county review and recommends director reappointment

ELGIN, N.D. — The Grant County Water Resource District held its regular monthly meeting June 17 and approved routine business, authorized payments for local projects and set next steps for the 2025 budget.
Chairman Jerald Christensen presided over the meeting with Directors Harold Gaugler and Gary Meyer and Secretary/Treasurer Julie Levorsen in attendance. The board approved the minutes from the May 20 meeting and the May 2024 financial report; both motions carried on voice votes (Gary Meyer moved to approve the minutes; Harold Gaugler seconded; for the financial report, Harold Gaugler moved and Gary Meyer seconded).
The board reviewed a bills list totaling $9,160.42 and approved payment. Notable items included payments to ENG Curbing and Concrete for the balance of Sheep Creek shelter concrete ($3,072.00), labor and project work including $1,000.00 to Andrew Kuntz (June Raleigh), $1,250.00 to Wayne Iszler (June Sheep Creek), $926.80 for bobcat work on the Sheep Creek shelter project (Harold Gaugler), and $302.26 for gravel hauling related to the shelter project (Jerald Christensen). Other vendor charges included sanitation, repair parts and a summer meeting registration fee to the North Dakota Water Resource District.
District members discussed operations at Raleigh Reservoir, noting campground use by construction workers and ongoing repair updates. At Sheep Creek, directors reported that westside improvements had concrete poured and that building supplies were still awaited; cactus control work has begun. The board also recorded that a recent sewer release inspection did not require corrective action.
On budget matters, the board approved a proposed 2025 budget and voted to present it to the Grant County Commissioners at their July 15, 2024 meeting (motion by Gary Meyer, second by Harold Gaugler). For governance, the board voted to recommend Harold Gaugler for another three-year term beginning Jan. 1, 2025; the motion was moved by Gary Meyer after Chairman Christensen temporarily relinquished the chair and was seconded by Christensen.
The board noted the North Dakota Water Resource District summer meeting is scheduled for July 9–11 in Minot. Because the district’s July monthly meeting coincided with the commissioners’ budget meeting, directors moved the July regular meeting from July 15 to July 17, 2024, at 10:30 a.m. at Levorsen Accounting & Tax in Elgin; the secretary will send notice of the change. After reviewing correspondence, the board adjourned. The minutes were attested by Secretary/Treasurer Julie Levorsen.
Next steps: the district will present the proposed 2025 budget to the Grant County Commissioners on July 15, and will meet next on July 17 at Levorsen Accounting & Tax to continue regular business.
