Sumter County Council on Nov. 14 granted first reading to RZ‑23‑23, a request to rezone approximately 78.60 acres on Race Track Road from Agricultural Conservation to Heavy Industrial.
Planning Director Helen Roodman said the county acquired the parcel in August 2023 and that it adjoins Nova Molecular’s Gibbs Rail Site and lies across Race Track Road from the Pocotaligo East industrial area. She said the parcel has about 0.75 miles of CSX rail frontage and is identified in the Sumter 2040 Comprehensive Plan as Priority Economic Development land. Roodman said due diligence is in progress, including wetlands delineation, geotechnical assessment, a Phase I environmental report, a cultural‑resources survey and an endangered‑species review; once complete the county intends to list the site as a designated “Palmetto Site” for industrial marketing.
The Sumter City‑County Planning Commission recommended approval. Vice Chairman James R. Byrd, Jr. moved to grant first reading, Councilman Artie Baker seconded, and council voted unanimously to grant first reading.
