Sumter County approves schedule for 2024 Capital Penny sales-tax referendum

Sumter County Council unanimously approved a proposed schedule on Jan. 23 to guide the 2024 Capital Projects Sales Tax (the "Penny for Progress") referendum process.
County Administrator Gary Mixon presented the timeline, which calls for county projects development through late February, a Penny commission to be formed March 12, commission project review March 18–April 26, and county-council readings and public hearing on the referendum question on May 14 (first reading), May 28 (second reading with public hearing) and June 11 (third reading). The schedule would present the ballot question to the Sumter County Voter Registration Commission by June 28 so it can appear on the November 2024 ballot if approved.
Vice Chairman James R. Byrd moved to approve the schedule; Councilman Artie Baker seconded and the council approved the timeline unanimously.
Council members and staff noted the schedule is subject to change and that the public and council will be notified of any modifications. Administration said the schedule will inform outreach at the Sumter Chamber of Commerce retreat and guide the Penny commission’s review of candidate projects.
