Sumter County Council gives first reading to Business License ordinance amendments

Sumter County Council granted first reading Feb. 27 to Ordinance #24-996, proposed amendments to the county’s Business License Ordinance. County Attorney Johnathan Bryan presented the draft, saying staff prepared the ordinance to reflect changes discussed at the Feb. 13 meeting and to align with prior Ordinance 21-968 and the South Carolina Business License Tax Standardization Act (2020 Act No. 176), codified at S.C. Code Sections 6‑1‑40 to 6‑1‑420.
The draft ordinance amends portions of Chapter 26, Article II (sections 26‑36 and 26‑37) on denial, suspension and revocation of licenses, adding or clarifying grounds such as incomplete or misleading applications, unlawful activity or public nuisance, convictions related to business activity within the prior three years, delinquent taxes or fees, and other conditions under which a license official may deny, suspend or revoke a license. The ordinance text in the record states it will take effect upon third reading.
A motion by Vice Chairman James R. Byrd, Jr., seconded by Councilman Artie Baker, carried unanimously to give first reading to the proposed Business License amendment. A public hearing and further consideration are scheduled for the council meeting on March 12, 2024.
