Sumter County Council approves sales-tax commission resolution, land sales and a landfill bulldozer purchase

Sumter County Council adopted several noncontroversial items during its April 9 meeting. The council unanimously approved Resolution R-24-02 to create a commission under the Capital Projects Sales Tax Act (S.C. Code Ann. §§ 4-10-300 to 4-10-390), directing the chairman and council clerk to execute the resolution.
Council granted first reading to Ordinance 24-1000, a by-title measure authorizing the county to transfer a small parcel needed by SCDOT for Manning Avenue bridge right-of-way expansion. County Attorney Johnathan Bryan said the ordinance was presented by title only at first reading.
Under Old Business the council approved second reading of Ordinance 24-998 to sell 13 South Main Street; Johnathan Bryan said the county received a single proposal from Woodrack Holding, LLC and Thompson Holdings, LLC for $107,779, with $97,000 owner-financed via a forgivable, noninterest-bearing note and $10,779 due at closing.
Council also approved second reading of Ordinance 24-999, amending the county’s 2023-2024 budget to permit the purchase of a bulldozer for the Solid Waste Fund Reserve in the amount of $466,500. County Administrator Gary Mixon said the bulldozer will be used to compact and push solid waste at the landfill and will not be used for road repairs.
All votes on these items were unanimous among present councilmembers. The meeting adjourned at 8:05 p.m.
