Airport authority defers $3.9 million final reconciliation for hangar project over unfinished punch‑list items

The Newnan‑Coweta County Airport Authority voted Jan. 16 to defer approval of Final Reconciliation Change Order No. 1 for Headley Construction, which reconciles the contract for two hangars at 50 and 60 Nation Drive to $3,903,807.73.
Airport Manager Calvin Walker told the Authority that several punch‑list items remain uncompleted, citing faulty overhead lighting and a missing seal on the Hangar B door. Walker said he has not released retainage and has been in communication with architect Joe Gardner while Facilities Project Accounting Manager Stephanie Tanner works to reconcile the project accounting.
Attorney Nathan Lee advised that, because the architect typically certifies final payment, the Authority should defer action if members believe punch‑list items are outstanding. Chairman Joe Rutkiewic said he did not want County forces to perform work that should have been completed by the construction manager at risk. The Authority voted 4–0 to defer the change order until its next regular meeting on Feb. 20, 2026; member Lee Moody was absent.
The deferral leaves the final contract reconciliation and any retainage release pending until the Authority receives clearer confirmation that punch‑list items have been completed or sufficiently addressed by the CMAR. The item will return to the Authority agenda on Feb. 20, 2026.
