Tax commissioner urges Ware County to opt out of HB 581 homestead assessment limits
Summary
Tax Commissioner Roger Collins told the Ware County Board on Dec. 9 that House Bill 581 would cap assessed-value increases for homesteaded property and urged the county to opt out; Collins said opt-out requires each entity (city, county and board of education) to hold three public hearings and advertise in the legal organ and that counties have until March 1 to decide.

Tax Commissioner Roger Collins told the Ware County Board of Commissioners at a Dec. 9 work session that House Bill 581 would limit how much assessed values on homesteaded property can increase and that Ware County’s existing homestead exemption is more favorable to local homeowners.
Collins said the only way for Ware County to preserve its current exemption is for all three local entities—the City of Waycross, Ware County and the Board of Education—to each adopt an opt-out. He described the statutory opt-out process as requiring each entity to hold three public hearings on different days and to advertise the hearings in the legal organ. Collins said counties have until March 1 to opt out and strongly encouraged Ware County to do so because of the freezes already in place locally.
The discussion was informational; commissioners did not take formal action on an opt-out during the work session. Collins also asked whether the commission had a decision on House Bill 311, but no final determination was recorded during the session.
