County staff propose consolidating telephone service to cut duplicate charges; one‑time wiring cost cited

Ware County IT Director Carlos Jaime and Nathan Lingenfelter of Access ATC presented a proposal to move all county departments to a single telephone platform under a three‑year agreement intended to eliminate duplicate and unused lines and reduce recurring costs.
Under the proposal, the county would pay $6,389.90 per month for 205 extensions and 40 outside call paths; an $18,500 one‑time fee would pay for wiring upgrades to CAT‑5 in older buildings. Presenters said the current administration building phone bill is roughly $10,000 per month (not including other county buildings) and that a county audit has identified active lines with no utilization and overlapping providers (AT&T, Nextiva, Cox). Access ATC said some inactive numbers may have persisted through prior moves and that porting and account ownership issues contributed to duplication.
Commissioners asked whether the wiring fee would recur at contract renewal; Access ATC said the upgrade is a one‑time charge and would not recur at the three‑year renewal. Staff recommended the proposal be added to the regular‑meeting agenda for formal consideration.
