Whitfield County commissioners approve multiple rezoning, ARPA allocations and routine agreements

The Whitfield County Board of Commissioners on March 4 approved a slate of land-use changes, ARPA-funded projects and intergovernmental agreements during a regularly scheduled meeting at the courthouse.
The board approved four rezoning requests, including a change for a 0.23-acre parcel at 200 Quillian Road from General Commercial (C-2) to Low Density Single Family (R-2) and a 5.0-acre parcel at 233 Quinn Drive from Rural Residential (R-5) to General Agricultural (GA). Two parcels on Cleo Way were rezoned from R-2 to R-5. Each rezoning motion carried 4-0 following recommendations from the planning commission. Motions were typically made by Commissioner Barry W. Robbins and seconded by Commissioner John Thomas; votes were recorded as Commissioners Robbins, Thomas, Robby Staten and Greg Jones in agreement.
The board also acted on municipal boundary matters, approving the de-annexation of parcel 12-352-10-000 from the City of Dalton to unincorporated Whitfield County and recording "no land use classification objection" for multiple proposed annexation parcels involving Dalton, Cohutta and Tunnel Hill. Those motions likewise passed unanimously.
On finance and grants, Chairman Jevin Jensen summarized January revenue figures: LOST (sales tax) $1.23 million year-to-date, TAVT $431,000 YTD and SPLOST $2.03 million YTD. Chief Financial Officer Debbie Godfrey presented a budget amendment to record a contractor reimbursement of $11,197.65 for repairs to a Building Inspections vehicle; the board approved the amendment 4-0, noting the reimbursement will offset the expenditure.
Using federal ARPA funds, the board approved three allocations: $20,170 for ductwork at the E911 building to support air filtration improvements, $100,000 to cover a gap in funding for the county's Domestic Violence Court after a state grant was reduced from $179,000 to $79,000, and $24,009.51 to connect eligible fire stations to the Dalton Utilities sewer system to improve sanitary conditions for crews. Each ARPA item was approved by a 4-0 vote.
Intergovernmental and operational items receiving board approval included renewal of an Automatic Aid (mutual aid) agreement with Walker County Fire Department (with a reworded Section 7 and a 90-day out clause in Section 8), updated Stormwater and Fire Services agreements for Kobayashi Healthcare International, Inc. after de-annexation from Dalton, a quit claim deed to the Joint Development Authority to correct a land filing for Carbondale Park, and award of the crushed-stone bid to Vulcan Materials for public works. All motions passed 4-0.
The board appointed Commissioner John Thomas as Whitfield County's voting delegate for the state opioid settlement committees, including GOSAC and the Region 1 Regional Advisory Council, as the county participates with the state in the National Opioid Settlement. The appointment was approved 4-0.
Chairman Jevin Jensen recognized Patricia Sloan of the Buildings and Grounds Department as Employee of the Month for January 2024. County Administrator Robert Sivick announced National Parks Day on April 6 at Rocky Face Ridge and said the county will present January and February financial statements at the April meeting.
