Whitfield County approves ARPA-funded sewer expansions with Dalton Utilities and ratifies bridge culvert grant application

Whitfield County commissioners voted Sept. 9 to move forward on two ARPA-funded sewer expansion projects with Dalton Utilities and to ratify a federal grant application to replace a bridge culvert on Tilton Road.
Commissioner Robby Staten moved and Commissioner Greg Jones seconded approval of an intergovernmental agreement with Dalton Utilities to construct a force-main sewer project connecting to Cleveland Highway at a cost of $473,500. Under the agreement, Dalton Utilities will manage design and contract administration and will be a subrecipient of ARPA funds. The motion carried 4-0.
The board also approved an IGA with Dalton Utilities for a Gillespie Drive project to install gravity and force-main sewer to serve four county facilities — Fire Station 8, the Public Works Department, the Animal Shelter and the former Recreation building that houses Transit, Building Inspections and State Environmental Health — at a total cost of $386,345, again funded with ARPA and with Dalton Utilities managing design and construction as a subrecipient. Motion approved 4-0.
Separately, commissioners ratified an application to the National Fish & Wildlife Foundation's Southeast Aquatics grant program requesting $375,760 to replace the Tilton Road bridge culvert over Thomason Creek. The county proposed to use $375,760 in SPLOST funds as the required local match. Chairman Jevin Jensen had authorized submission earlier because of timing constraints; the board ratified the submission by a unanimous vote.
Next steps include executing the IGAs with Dalton Utilities and, if the NFWF grant is awarded, applying SPLOST funds as the local match and proceeding to design and contracting phases.
