Community Development Director Chris Davis told the board that owner David Mullis and agent Nick Stein requested the special exception and that the applicant supplied the documents required by the county's solar farm ordinance, including a decommissioning plan, a bond and a letter from the Federal Aviation Administration. Mr. Davis said the Planning Commission reviewed the application on Feb. 8, 2024, and recommended approval; he also said no one attended the workshop to speak against the application.
The property is zoned WLI (Wholesale Light Industrial), and the county's rules allow a solar farm there only by special exception. The board indicated it would place the petition on the March 11 regular session consent agenda for final consideration.
No formal motion or vote was recorded at the workshop. The next procedural step is the board's regular meeting on March 11, when the petition will appear on the consent agenda for action or further discussion.
