Putnam County tax assessors elect officers, approve 2026 pricing schedules and exemptions

The Putnam County Board of Tax Assessors elected Shelby Storey as chair, named John Richter vice chair and appointed Shelby Young secretary during its Jan. 13 meeting, and approved a series of valuation schedules and exemptions affecting county property tax administration.
Chief Appraiser Chuck Anglin called the meeting to order at 3:01 p.m. and presented the 2025 Public Utility Values, which the board approved and authorized notices to be mailed. Evan Reese moved to approve the utility values; John Richter seconded and the motion carried unanimously.
Lois and Clyde Rickard presented a settlement offer for Parcel #103C-163 proposing a valuation of $394 per square foot. The board voted unanimously to deny the settlement offer, and the matter will be forwarded to Superior Court, with supporting documentation and a notification letter mailed to the taxpayer.
The board approved an Appeal Waiver & Release that withdrew the appeal on Parcel #102D-034, resolving the matter with “299C” applied. A signed release is attached to the meeting record.
The board granted a 100% Disabled Veteran Homestead Exemption (F5) for tax years 2023–2025 on Parcel #056A-005. John Richter moved to approve the exemption; Virginia Daley seconded and the motion carried unanimously. Chief Appraiser Anglin noted that the 100% Disabled Veteran Homestead Exemption amount has increased for tax year 2026.
Based on new information provided to the board, members voted unanimously to reinstate a homestead exemption on Parcel #E002-112 that had been removed due to TrueRoll flags. Documentation supporting the reinstatement was added to the minutes.
Anglin also submitted the 2026 Residential (nine pages) and Mobile Home (two pages) Pricing Schedules. The board approved both schedules (Residential motion by John Richter; Mobile Home motion by Shona Bales), each carried unanimously.
The board reviewed conservation-use breach requests and approved removals without penalty for Parcel #036-004 (breach due to owner age) and for Parcels #075-017 and #068-030 (breaches following owners' deaths). Correspondence and supporting documents were added to the minutes for each parcel.
Chief Appraiser Anglin reported there were no updates on appeals to Superior Court. The board scheduled its next regular meeting for Tuesday, Feb. 10, 2026, at 3:00 p.m. With no further business, the board adjourned at 3:51 p.m.
