Ben Hill County adopts $9.36 million 2020 budget after salary increases cited

The Ben Hill County Commission adopted its fiscal year 2020 operating budget of $9,363,866 at a special called meeting on Dec. 11, 2019 at 5:00 p.m. at the Ben Hill County Courthouse Annex. Chairman Steve Taylor, Vice‑Chair Hope Harmon and Commissioner John Mooney voted to approve the resolution.
County Manager Michael Dinnerman told the commission the budget increase—$404,000—was the result of salaries and benefits tied to a salary study and the addition of positions; he said other expenditures remained effectively unchanged. The budget resolution also encompasses the county’s special revenue and capital fund budgets, including the Sheriff Special Revenue Fund, Drug Abuse fund, Jail fund, Special Investigations, Supplemental Juvenile, Emergency 911, Development Authority, L.M.I.G., CDBG Grant, SPLOST 2017, Transportation (T‑SPLOST) and SPLOST 2011, as listed in the minutes.
Chairman Taylor opened a public hearing on the proposed budget and solicited public comment; the minutes record that no members of the public spoke during the hearing. Following the hearing, Vice‑Chair Hope Harmon moved to close the public hearing and enter the special called meeting; Commissioner John Mooney seconded and the procedural motion passed unanimously among those present.
Commissioner Mooney then moved to adopt the 2020 proposed general fund budget and the accompanying special revenue and capital fund budgets; Vice‑Chair Harmon seconded. The adoption motion passed with Taylor, Harmon and Mooney voting in favor. Commissioners Bennie Calloway and Daniel Cowan were recorded as absent.
The commission adjourned after the votes. The minutes do not record further discussion of specific department allocations, tax rates, or implementation steps beyond the adoption vote.
