Coffee County adopts resolution to allocate full ARPA award for government services

Coffee County commissioners unanimously adopted a resolution March 7 allowing the county to treat its State and Local Fiscal Recovery Funds (SLFRF) as 'lost public sector revenue' and use the money for general governmental services.
County Administrator Wesley Vickers told the board the county's SLFRF allocation totals $8.4 million, received as two $4.2 million payments in fiscal years 2021 and 2022. Under recent U.S. Treasury rules, jurisdictions with allocations under $10 million may elect to treat their full award as lost public-sector revenue; Vickers said that option makes all current general fund expenditures eligible for reimbursement, including roads, administration, police and fire services.
Commissioner Oscar Paulk moved to approve the resolution; Commissioner Johnny Wayne Jowers seconded and the board voted unanimously to adopt it. Vickers said portions of the award already funded premium pay for county employees and that the resolution clarifies the county's option to allocate SLFRF to governmental services going forward.
The board did not specify a detailed spending plan during the meeting; Vickers described the resolution as enabling reimbursement for eligible general fund costs and allowing use of funds for projects such as road building and public safety.
