Coffee County commissioners approve CDBG application, two road abandonments and broadband plan amendment; table dump truck bids

The Coffee County Board of Commissioners met April 4, 2022, and voted unanimously to submit a FY2022 Community Development Block Grant application to the Georgia Department of Community Affairs for street paving and flood/drainage improvements on Jacobs Circle and Daniel Way, County Administrator Wesley Vickers said.
The application was presented following a conflict-of-interest disclosure read by County Attorney Tony Rowell; no board members reported conflicts. Commissioner Jimmy Kitchens moved to approve the resolution to submit the CDBG application; Commissioner Johnny Wayne Jowers seconded and the vote was unanimous.
The board approved two separate road-abandonment resolutions affecting Kingwood Road and Batten Road. Wendell and Dale Batten requested closure of roughly 3,400 feet of Kingwood Road and agreed to maintain the road and pay engineering costs; approval was made contingent on the applicants deeding the right-of-way for the cul-de-sac and paying engineering fees, County Attorney Rowell explained. A request by Johnnie Batten Jr. and 17C Bowens Mill LLC to abandon about 2,800 feet of Batten Road likewise passed after public hearing; the applicant agreed to deed sufficient land and pay for surveying and cul-de-sac construction to preserve access to a nearby family cemetery.
The board also approved a rezoning request for 4.57 acres at 1934 Highway 32 East (applicant Dania Castellanos) to R2-Residential; the Planning Commission and staff had recommended approval, and there were no public comments during the hearing.
Commissioners voted to submit a proposed amendment to the county’s joint comprehensive plan to add a broadband element. Wesley Vickers said the county is not applying for broadband grants at this time; the Southern Georgia Regional Commission has requested the plan amendment and the City of Douglas will hold a public hearing to meet plan-amendment requirements.
On economic development financing, County Attorney Tony Rowell reviewed an amendment to the intergovernmental agreement for the TAD lending arrangement. The amendment consolidates Phase I and Phase II lending to the EDA: Phase I previously included county lending of $1,000,000 and city lending of $1,242,164.50; Phase II adds county lending of $600,000 and city lending of $600,000, producing consolidated totals of $1,600,000 from the county and $1,842,164.50 from the City of Douglas. Commissioners approved the consolidated agreement unanimously.
The board tabled consideration of bids to purchase two 14-foot dump trucks for the road department. Bids received were Worldwide Equipment (two Mack MD6 dump trucks: total $220,938.00; $110,469.00 each) and Rush Truck Center (two International MV607 dump trucks: total $195,310.48; $97,655.24 each). County Administrator Vickers recommended tabling the procurement decision and Commissioner Kitchens made the motion to table; the motion passed unanimously.
The meeting concluded at 10:06 a.m. following a unanimous motion to adjourn from Commissioner Johnny Wayne Jowers, seconded by Commissioner Ted O'Steen.
