Coffee County commissioners approve 2023 officers, board appointments, leases and equipment bids

Coffee County commissioners met Jan. 3 and approved a slate of administrative appointments, licensing and contracts for 2023.
Commissioner Johnny Wayne Jowers moved to approve the county's list of officers for the year, including Ted O'Steen as chairman and Jimmy Kitchens as vice chairman; Commissioner Jimmy Kitchens seconded the motion and the vote was unanimous. The commissioners then turned the meeting over to Chairman Ted O'Steen.
The commission approved a series of board and authority appointments whose terms expired Dec. 31, 2022. Appointments included Paula Scott to Election Board District 3 (Jan. 1, 2023–Dec. 31, 2026), representatives and members for the Hospital Authority seats, Jeneen Cliett to the Board of Health, and multiple recreation and local advisory positions. Chairman Ted O'Steen ran the appointment item and the commission voted to confirm the slate.
County Attorney Tony Rowell presented an alcohol-license application from Roshni P. Patel for Evans Grocery at 6277 Highway 32 West, saying the application was in order and that a license had previously been held at the location for several years. Commissioner AJ Dovers moved to approve the license; Commissioner Kitchens seconded and the motion carried unanimously.
County Administrator Wesley Vickers asked the board to approve a resolution to renew a regional transit funding request through the Southern Georgia Regional Commission and to authorize filing an application with the Georgia Department of Transportation and the U.S. Department of Transportation for public-transportation assistance. Commissioner Johnny Wayne Jowers moved approval; the motion passed unanimously.
Vickers also presented a final change order for courthouse renovations that reduced the contract by $550. He reported the total contract figure as $1,374,740.41. Commissioner Kitchens moved to approve the change order and the board voted unanimously to accept it.
The commission ratified a lease amendment with the U.S. Department of Agriculture allowing USDA occupancy of the county building at 709 East Ward Street. County Administrator Vickers said the lease runs Jan. 1, 2023, through Sept. 30, 2027, at $5,836.96 per month and that the agreement needed to be signed before Dec. 31, 2022; the board voted to ratify the agreement.
On procurement, Vickers reviewed bids for Road Department equipment. For three pickup trucks the low bidder was Woody Folsom (three Dodge 1500s) at $125,463; Griffin Ford bid $149,907 for three Ford F150s. The commission approved the low Woody Folsom bid. Bids for a skid steer (Crosby Kubota $101,065; Dobbs John Deere 333G $112,500; Yancey CAT 299D3XE $136,159) were presented and the commission voted to table the skid-steer decision pending more information.
The meeting concluded with a unanimous motion to adjourn at 9:45 a.m.
The board did not take public testimony on any of the listed items during the meeting and no contested votes or recorded dissents were reported. Future steps identified at the meeting include completing procurement follow-up on the skid steer and processing the approved appointments and contracts.
