The Coffee County Board of Commissioners met Feb. 6 and voted unanimously on a series of routine and planning items, including ratifying a utility relocation agreement for a Riverbend Road CDBG project, approving a consultant to prepare and administer a grant application for fire department equipment, awarding a Hazard Mitigation Plan update contract, approving several board appointments, and holding a public hearing on the FY2023 Comprehensive Plan update.
County Attorney Tony Rowell read a proclamation recognizing FCCLA Week (Feb. 13–17, 2023); Commissioner Johnny Wayne Jowers moved to adopt the proclamation and Vice-Chairman Jimmy Kitchens seconded. The commission then approved appointments to local boards, including Ernestine Clark to Election Board District #1 (term Jan. 1, 2023–Dec. 31, 2026), Jarvis White to the Recreation Board (term Jan. 1, 2023–Dec. 31, 2025), and Rosemary Street, Betty Wilson, and Brenda Henderson to the Hospital Authority District #1 (terms through Dec. 31, 2025).
County Administrator Wesley Vickers asked the board to ratify an agreement between Georgia Power Company and Coffee County for utility relocation tied to the Riverbend Road widening/paving CDBG project in the amount of $29,987; Commissioner Johnny Wayne Jowers moved to ratify and Vice-Chairman Kitchens seconded. Vickers also described a contract with JMCM Consulting to prepare an application for the Assistance to Firefighter Grant Program for a fire truck and turnout gear and to administer the grant if awarded for a 5% service fee; the board voted to ratify that agreement.
Vickers presented proposals to prepare the county's Hazard Mitigation Plan update and reported bids of $21,000 from General Technologies Solutions (GTS), $22,500 from Southern Georgia Regional Commission (SGRC), and $36,441 from Centurion Solutions. Based on scoring criteria he recommended SGRC for $22,500; Commissioner Johnny Wayne Jowers moved to award the contract and Vice-Chairman Kitchens seconded. The commission also authorized the chairman to execute grant documents related to the Hazard Mitigation Plan update.
Vickers requested authority to surplus a 1986 fire engine (S/N 12214) via GovDeals; that motion was approved. The commission then entered a public hearing on the FY2023 Comprehensive Plan Update. Loretta Hylton of the Southern Georgia Regional Commission briefed the audience on the update process, saying, "the purpose of the public hearing was to brief the community on developing the Comprehensive plan which had to be updated every five years," and announced three public workshops with the first scheduled for Thursday, March 23, 2023. There were no public comments. The hearing closed at 10:10 a.m., and the regular meeting adjourned at 10:11 a.m.
All recorded motions were approved unanimously at the Feb. 6 meeting.
