County updates timelines for Justice Center, Public Health, Fire/EMS training and Parks projects

County Administrator Steve Rapson and project managers presented status updates and timelines for a set of major capital projects funded by SPLOST and other sources.
Rapson summarized signature project timelines: the Tactical Track was expected to be completed in August 2024, the Public Health facility was projected to be online in December 2024, Fire/EMS work was scheduled for April 2025, the AMI meter project was scheduled to finish July 2025, Parks & Recreation construction would be let in late 2024 with completion in 2026, and the Senior Center renovation was expected to conclude in early 2027.
Project Manager Tim Symonds reported the Fire/EMS training building grading contract was underway and estimated building completion in March 2025; he and Rapson said the training facilities will provide a regional asset. On the Public Health renovation, Symonds and Rapson flagged concerns about aging roof sections and water/sewer lines — Symonds estimated roof replacement needs could be up to roughly $750,000 and said the project remains within budget for the current scope.
Parks Director Anita Godbee reviewed the recreation center design and an estimated probable cost of about $22.08 million and said staff will seek private review of construction documents ahead of bidding. Rapson proposed adding up to $1.5 million via SPLOST realignment to fully fund Justice Center and recreation needs if residuals permit.
