Fayette County approves $355,850 Badger Meter change order; commissioner Rousseau opposes

The Fayette County Board of Commissioners approved Change Order No. 3 to Contract #2000-P with Badger Meter on May 9, with a not-to-exceed amount of $355,850 to cover additional field adjustments discovered during deployment.
Water System Director Vanessa Tigert told the Board the change order covered four items: 1) an additional 4,000 meter boxes were required (beyond the 633 originally prescribed) totaling $349,680; 2) an 8-inch reducer and flanged spool plus labor for a meter-size change totaling $2,830; 3) 600 oval lid replacements totaling $1,800; and 4) seven Octave meter retrofits and seven 25-ft Nicor cables totaling $1,540.
Vice Chairman Edward Gibbons moved to approve the change order and Commissioner Charles W. Oddo seconded. The motion passed 4-1, with Commissioner Charles D. Rousseau voting in opposition. Commissioner Rousseau had asked why contingency funds were being used rather than maintenance and operations funds; Tigert said contingency was included in the project to cover unknown field conditions and County Administrator Steve Rapson added the work is currently funded within the AMI contract.
The Board did not amend contract scope beyond the listed adjustments during the meeting.
