Heard County authorizes hazard mitigation contract to update FEMA plan

Heard County commissioners authorized a contract with Plans & More, LLP on Feb. 25 to update the county's hazard mitigation plan, a document required for access to FEMA and GEMA disaster funding.
Chief Steve Wirth told the board the existing plan dates to five years ago and the county must update it to remain eligible for federal and state disaster funds. Sharon Armstrong of Plans & More, LLP said the firm and the Hazard Mitigation Committee met that day to identify necessary changes and expected to submit a first draft to FEMA in June 2020. She said the contract will be paid with FEMA grant money recently received by the county.
Commissioner Larry Hammond moved to approve the contract and Commissioner David Walls seconded; the board voted unanimously to authorize Chairman Lee Boone to sign the agreement on behalf of Heard County.
The authorization directs county staff to work with Plans & More on producing an updated mitigation plan for FEMA review; the minutes do not record additional conditions, a dollar amount for the contract or a precise project timeline beyond the June draft submission cited by Armstrong.
Next steps listed in the meeting record include preparation of the draft for submittal to FEMA and return to the board for final approval after public hearing requirements are met.
