Minnehaha County approves 2021 contracts for detox, medical examiner, mobile crisis and juvenile services

At its Dec. 15 meeting the Minnehaha County Commission approved a series of contracts and service agreements to cover public health, public safety and social services for 2021.
Human Services Director Kari Benz and The Carroll Institute executive director Gary Tuschen described an interim, month-to-month detoxification services contract to begin Dec. 28, 2020. The county will pay for eight beds for up to 93 days at $170 per bed per day, for a contract total of $126,480, while the LINK Community Triage Center remains delayed. The commission authorized the chair to sign the agreement by a 5-0 roll call vote.
Craig Dewey, assistant commission administrative officer, presented a 2021 coroner and medical examiner contract between Minnehaha County, Sanford Health Pathology Clinic, and Dr. Kenneth S. Snell. Under the contract Dr. Snell will receive $6,000 per month for coroner duties and $19,936.17 per month for medical examiner duties. Lab fees, ambulance transports and communications costs will be billed separately; the transcript records an estimated $109,311 in such fees for 2020.
The commission also approved a 2021 Mobile Crisis Team Services agreement with Southeastern Behavioral Healthcare. The county will pay a $5,000 annual administrative fee (paid monthly) and reimburse on-call costs at $100 per 24-hour on-call period, with prorated rates for shorter call blocks, mileage at $0.40 per mile, and specified hourly rates for overtime-eligible provider staff.
Juvenile Detention Center director Jamie Gravett presented two agreements: a renewal with Southeastern Behavioral Healthcare for on-call qualified mental health professional (QMHP) services at $150 per week and counseling/training at $50 per hour; and an Evening Report Center contract with Lutheran Social Services with total payments not to exceed $87,910.10 for services delivered four hours per day, six days per week. Commissioners authorized both agreements by roll call (5 ayes).
For animal control, the commission approved a contract with the Sioux Falls Area Humane Society that includes a $47,000 allocation in the county 2021 budget; $36,036 will be paid in monthly installments, and after-hours emergency calls will be billed at $56 per hour plus mileage. The agreement includes a provision to consider protocol or a budget supplement if expenditures exceed 80% of the budget.
The commission approved a 2021 lease agreement for Metro Communications Agency to occupy 4,296 square feet in the Public Safety Building at $11.88 per square foot, with future increases tied to the Midwest Urban Consumer Price Index; utilities, housekeeping and basic upkeep are provided by the county.
Craig Dewey also presented a consulting/independent contractor agreement engaging Dr. Jeff Luther as Quality Assurance Director for the rural ambulance quality assurance program at $30,000 per year. Commissioners approved the contract by roll call vote.
All agreements and contracts discussed were authorized by motions recorded as passing by roll call votes of 5 ayes. The commission recorded no amendments to the contracts on the public transcript.
