Rawlins County commissioners approve routine minutes, vouchers and a slate of agreements and resolutions

At the Feb. 2 meeting the board approved Jan. 12 minutes, January vouchers, additions and abatements from the Appraiser’s Office, multiple agreements (including KDOT noxious-weed treatment) and several resolutions appointing department heads and setting bank depositories and meeting schedules.
The Rawlins County Board of Commissioners approved a series of routine administrative items and formal resolutions at its Feb. 2 meeting.
Commissioner Mark Mosley moved to approve and sign the Jan. 12, 2026 minutes; Commissioner Alan A. Solko seconded and the motion carried. The board also approved January 2026 vouchers.
Alicia Baumfalk of the Appraiser’s Office presented Additions and Abatements, which the commissioners approved. The board approved the NWLEPG annual dues, the DSNWK agreement, and an Emergency Management Director Agreement among Cheyenne, Rawlins and Sherman counties. The commissioners approved a Noxious Weed Director employment agreement, Resolution No. 2026‑02 (Noxious Weed Established Dealer—Participating Cost‑Share Certificate), and the KDOT County Agreement to Treat Noxious Weeds along with the 2026 Noxious Weed Management Plan.
The board also approved Resolution No. 2026‑03 (ROZ Program), Resolution No. 2026‑04 (Depository Banks) and Resolution No. 2026‑05 to appoint or reappoint department heads for multiple positions including Landfill/Recycling, Maintenance Director, EMS Director, Noxious Weed Director, Rawlins County Public Health Administrator and Rawlins County Transportation. Commissioner Mosley moved to approve Resolution No. 2026‑06 establishing the scheduled meetings of the commissioners; Commissioner Solko seconded and the motion carried.
County Attorney Chris Rohr and the commissioners discussed a Memorandum of Right of First Refusal and a notice concerning water use and well maintenance tied to the Obert Trust and the landfill; the board said it will update the township at the next regular meeting. The minutes list other notices received: the Atwood Public Library quarterly review and a Kansas Department of Labor inspection closure letter and safety brochure. County offices will be closed Feb. 16 for Presidents Day, and the next regular meeting is scheduled for Feb. 17 at 9 a.m. in the Rawlins County Courtroom.
