Rawlins County commissioners appoint leaders, approve GAAP exemption and name airport manager at $500 per month

The Rawlins County Board of Commissioners used its Jan. 12 meeting to reorganize leadership, approve several routine administrative items and appoint a new airport manager.
Commissioner Solko moved and the board approved making Mark Mosley chairman and Lincoln Pochop vice-chairman for the board’s 2026 organization. The commissioners then approved appointments of commissioners to external boards: Mosley to the Airport Board, Solko to the Northwest Kansas Planning & Development Commission and Pochop to the Solid Waste Board. The board also designated the Rawlins County Square Deal as the county’s official newspaper and approved keeping the same county banks as depositories, each action carried by motion and recorded as “motion carried” in the minutes.
On finance policy, the board approved Resolution No. 2026-01 to exempt Rawlins County from provisions of K.S.A. 75-1120a under GAAP exemptions following a motion by Commissioner Lincoln Pochop and a second from Commissioner Mark Mosley.
Regarding airport staffing, the minutes state Chris Niermeier is training Kevin Worthy this year with Worthy scheduled to take over next year. Commissioner Alan A. Solko moved to appoint Kevin Worthy as the new airport manager at a monthly stipend of $500; Commissioner Pochop seconded and the motion carried.
County Attorney Chris Rohr updated the board that exemptions have been given to the county appraiser and said he is continuing work on the landfill agreement concerning water rights; Rohr also said he hopes to hold the county tax sale in April. The board approved Northwest Kansas Planning & Development Commission 2026 dues and discussed a drafted employee handbook with departments. The board scheduled its next regular meeting for Feb. 2, 2026, noted county offices will be closed Jan. 19 for Martin Luther King Jr. Day, and adjourned at 10:46 a.m.
