Rawlins County approves equipment repair quotes, appraiser payout, farmland leases and budgeted treasurer raise

At its Dec. 15 meeting, the Rawlins County Board of Commissioners approved a series of routine and budgetary items spanning equipment repair, personnel payout and leases.
Landfill/Recycling Supervisor Corey Castens reported the loader joystick was failing; CAT quoted $2,322.28 earlier in discussion, and the board approved a CAT replacement quote recorded in the minutes as $2,332.28 (motion by Commissioner Lincoln Pochop, seconded by Commissioner Mark Mosley; motion carried). The minutes show both amounts; the record does not reconcile the $10 discrepancy.
County Appraiser Alicia Baumfalk requested payout of accrued sick and vacation time. Commissioner Mark Mosley moved, and Commissioner Pochop seconded, to pay Baumfalk up to $2,500 from the 2025 budget; the motion carried. The board clarified the payout would be calculated using a 40‑hour work week and a 40‑hour payout rate.
The board also approved minutes from Dec. 1, abatements from the Appraiser's Office, and two farmland lease agreements between the Atwood‑Rawlins County City‑County Aviation Commission and Deone Horinek and Dean Lankas, respectively. The board approved payment to Finley Energy to replace a window at the Recycling Center to be paid from the County Building Fund.
On a motion by Commissioner Mosley, seconded by Commissioner Pochop, the commissioners approved a $2,000 bonus for the treasurer for 2025 and set the treasurer's 2026 salary at $57,200 as discussed during the 2026 budget workshop; the motion carried. The minutes do not list vote tallies for these motions.
County Attorney Chris Rohr told the board the tax sale is published and will run for three weeks; he said the Atwood Township matter will be considered at the next meeting. The board set its next regular meeting for Jan. 2, 2026 at 9:00 a.m. and adjourned at 11:00 a.m.
