Washington County commissioners approve 2018-19 budget amendments and hire auditor

Finance Officer Missy Dixon and County Manager/County Attorney Curtis Potter presented the proposed year-end amendments and transfers, and Commissioner Phelps moved to approve them. Commissioner Riddick seconded and the motion passed with four ayes; Commissioner Sexton was not in attendance.
Potter then introduced an auditor services contract with Thompson, Price, Scott, Adams & Co., P.A., noting the agreement includes a $1,000-per-day penalty for late delivery and language allowing additional fees if changes in law require more work. When asked by Commissioner Walker whether the county could be required to pay more if the firm raised its price, Potter said the contract anticipates situations where statutes change and additional items must be addressed.
Potter told the board the contract cost is $50,250. Commissioner Phelps said he did not feel a $1,000-per-day penalty provided a strong incentive for on-time delivery. Chair Tracey A. Johnson countered that the firm has performed well for the Albemarle Commission, and Dixon said Caswell County, which also uses the firm, has never had a late audit. Potter added that past audit delays have sometimes been caused by outstanding items needed from the county’s Department of Social Services.
Commissioner Phelps moved to approve the auditor contract; Commissioner Riddick seconded and the motion carried with four ayes (Commissioner Sexton absent). The board adjourned at 6:10 PM.
