Commissioners approve budget amendments and airport contract; staff report Hurricane Dorian damage

Summary
The Washington County Board of Commissioners approved AVCON as airport engineer (contract with task-based pricing), accepted finance officer budget amendments/transfers after discussion of a roughly $5,000 legal invoice, and heard emergency management staff report limited Hurricane Dorian damage and plans to request a preliminary damage assessment from Raleigh.
County Manager and attorney Curtis Potter presented the AVCON airport engineering contract for formal approval and said the contract includes no blanket price; each task will be priced and reviewed by the county manager and must fit the budget. Commissioner Sexton moved and Commissioner Phelps seconded approval; the motion passed unanimously.
Finance Officer Missy Dixon reviewed budget amendments and transfers included in the commissioners’ packet. Commissioners approved the amendments and transfers. Chair Johnson asked whether the legal-services budget transfer (BT#2019-150) would be sufficient; Mr. Potter said he had received July’s invoice for approximately $5,000 that would be covered by the transfer. Commissioner Sexton asked why the invoice arrived late; Dixon said the vendor had a system error and sent the invoice late.
On emergency management, Ms. Keyes reported that Hurricane Dorian caused tornado damage to three homes in the county and that the shelter had remained open in case of evacuees from Ocracoke; none arrived. She said county staff will request a preliminary damage assessment team from Raleigh to determine whether the county qualifies for public assistance. Chair Johnson and Mr. Potter said county property suffered minor damage (Cooperative Extension leaks and missing shingles on the administration building). The board also discussed HVAC replacement status for the Beaufort County Community College WCC (temporary units installed; permanent replacement approved in a budget amendment).
Commissioner Sexton reported he spoke with Secretary Troxler about flooding impacts to crops and noted the Department of Environmental Quality is considering regulatory changes to facilitate certain work. The board moved to closed session under N.C. Gen. Stat. § 143-318.11(a)(3) and (a)(6) and adjourned after returning to open session at about 9:00 PM.
