Washington County approves transit policies and moves to pursue FY2021 CTP grant for a new vehicle

The Washington County Board of Commissioners on Sept. 9, 2019 approved updated Riverlight Transit policies and authorized staff to pursue the FY2021 Community Transportation Program (CTP) grant.
Zina Rhodes, Washington County Department of Social Services transportation supervisor, told the board that NCDOT requires annual updates to several policies. Rhodes said there were no substantive changes from the prior year and presented the charter policy, Americans with Disabilities Act (ADA) policy and procedures, conflict-of-interest policy and drug-and-alcohol programs. Commissioner Phelps moved to approve the transit documents; Commissioner Riddick seconded and the motion passed unanimously.
Rhodes also described the proposed FY2021 CTP grant application. She said DSS plans to purchase a new Riverlight Transit vehicle in FY2021 and that the Travelers’ Aid Program grant, a new request this year, would provide $2,500 to assist people or families in crisis with emergency travel needs such as bus or train tickets. The board opened a public hearing on the CTP grant, received Rhodes’s presentation, closed the hearing by unanimous consent, and then approved a resolution authorizing pursuit of the grant.
The board’s approvals allow county staff to finalize and submit the grant application; no county match or budget appropriation for the vehicle was specified at the meeting.
