Washington County commissioners approve consent agenda, waterworks ordinance and foreclosure disposal plan

At their Feb. 3 meeting in Plymouth the Washington County Board of Commissioners approved a consent agenda, adopted amendments to the Waterworks Rules & Regulations, authorized advertising 2019 delinquent taxes, and directed a public-facing foreclosure disposal process; all recorded motions passed unanimously.
The Washington County Board of Commissioners voted unanimously on several key procedural and policy items during its Feb. 3, 2020 regular meeting in Plymouth.
The board approved a multi-item consent agenda that included minutes, tax refunds and releases, FY21 budget guidelines, a personnel policy amendment, a revised drug and alcohol testing policy for Riverlight Transit, proclamations for Black History Month, Senior Games Participation Month and a centennial celebration for Pentecostal Temple Church of God in Christ, plus an audit contract amendment. Commissioner Johnson moved the consent agenda and Commissioner Walker seconded; the motion carried unanimously.
During a public hearing the board adopted amendments to the Washington County Waterworks Rules & Regulations after County Manager/County Attorney Curtis Potter reviewed the proposal and no members of the public spoke. Commissioner Walker moved to approve the ordinance amendment and Commissioner Johnson seconded; the motion carried unanimously.
Tax Administrator Sherri Wilkins reported unpaid 2019 real-property taxes totaling $811,120.53 as of Jan. 31, 2020 and described planned collection steps including mailed notices, combined debt set-off and lien-advertisement letters, payment agreements and enforcement by wage garnishment or bank attachment. Commissioner Walker moved to authorize advertising unpaid 2019 taxes that are liens on real property pursuant to N.C. Gen. Stat. §105-369(a); Commissioner Johnson seconded and the motion carried unanimously.
On foreclosed property disposal, County Manager Potter presented a proposed policy and the board directed staff to (1) create and maintain an electronic list on the county website of foreclosed parcels available for purchase, (2) periodically review the list and bring surplus disposal resolutions to the board, and (3) utilize electronic public auctions unless circumstances warrant another method to obtain higher value. Commissioner Johnson asked whether the county could retain properties for public uses such as school sites; Potter said the county could do so and that offers might start near one-half of tax value. The motion to adopt the disposal process passed unanimously.
The board also approved budget amendments and transfers as presented by Finance Officer Missy Dixon. Commissioner Walker moved approval and Commissioner Johnson seconded; the motion carried unanimously.
The meeting adjourned after a closed-session motion under N.C. Gen. Stat. §143-318.11(a)(3) and §143-318.11(a)(6).
