Charlotte County supports Shaw Building IRF grant and refers several zoning amendments to Planning Commission

The Charlotte County Board of Supervisors on Sept. 12 voted unanimously to support a grant application to the Virginia Department of Housing and Community Development’s Industrial Revitalization Fund for Phase I renovations at the Shaw Building in Keysville and to refer a slate of potential zoning ordinance amendments to the county Planning Commission for review.

The Board adopted a resolution backing a $76,800 IRF grant request to match an IDA commitment of $76,800 toward an estimated $153,600 Phase I renovation budget at 350 Shaw Drive. Supervisor Garland H. Hamlett Jr. introduced the resolution; the Board’s roll call vote was unanimous.

Assistant County Administrator Monica Elder read a separate resolution referring identified zoning issues to the Planning Commission under Zoning Ordinance §2-8-6.2 for review and recommendation. The items for referral included review of regulations for residential homes for the aged, penalties for violations, consistency in Planning Commission initiation authority, timelines for CUP review and Board review of CUPs, sawmill supplementary regulations, the regulatory status of car dealerships and livestock markets, and updates to state code references.

The IRF application would fund an initial phase of renovations to return a property the Charlotte County Industrial Development Authority (IDA) deems blighted to productive use; the IDA committed a 1:1 match. The zoning referral initiates a staff-driven review process; specific ordinance language changes and any regulatory impacts will depend on Planning Commission recommendations and subsequent Board action.

The Board also adopted ceremonial and veterans-related resolutions during the meeting and handled routine appropriations and invoice approvals.
