Staff previews Omnibus 19 UDO text edits ahead of Aug. 12 public hearing

Durham planning staff presented a staff‑initiated omnibus text amendment to the Unified Development Ordinance on Aug. 5 and urged commissioners to review edits before an Aug. 12 public hearing.
Robin Schultz, senior planner and arborist for the City of Durham, said Omnibus 19 updates will remove incorrect references (such as required parking mentions), correct height calculations and density requirements in CN zoning districts, clarify that Simplifying Codes for Affordable Development (SCAD) did not eliminate mass‑grading boundary buffers, and note that exceeding 20 accessory dwelling units (ADUs) requires a site plan. Staff also described adjustments tied to state legislation, including updates to public notification for street renamings, removal of design regulations included within the NCRBC and removal of ordinance standards that conflict with the Department of Environmental Quality’s authority.
Staff said they had met with Habitat for Humanity, which proposed changes to grading setbacks to be considered for the draft amendment. The Board provided comments and scheduled a public hearing on Omnibus 19 for the Aug. 12 regular meeting.
What’s next: Staff will publish the draft amendment and hold the Aug. 12 public hearing; further edits may follow based on public comment and interagency review.
