County staff presented Capital Project Amendment No.24CPA00029 seeking to appropriate $5,000,000 of Limited Obligation Bond Funding for a new Emergency Operations Center (EOC) and backup 911/Sheriff’s Call Center and to execute an architectural and engineering contract with O’Brien Atkins Associates for $4,820,510.
County Manager Sowell said the project was included in the Capital Improvement Plan and described the joint nature of prior planning with the City of Durham. The Sheriff indicated confidence in the county’s 911 operations and noted continuity in service; staff added the proposed backup systems are shared with the city.
No formal vote on the appropriation was recorded during the work session; the item remained a consent-agenda matter for future action. The presentation included a recommendation to proceed with design services and to consider further discussions about possible consolidation or a unified 911 center.
