The Durham County Board of Commissioners unanimously approved a broad consent agenda during its July 8 regular meeting, approving contracts, budget and capital amendments and grant recognitions affecting county facilities and services.
The consent package included acceptance of a $12,000,000 Federal Aviation Administration grant for projects administered by the Raleigh–Durham Airport Authority, amendments appropriating $3,313,200 from the EPA’s Solid Waste Infrastructure for Recycling grant for Redwood Convenience Center renovations, and multiple capital project adjustments for roof, HVAC and security upgrades across county facilities. The Board also approved contracts for solid waste hauling and curbside recycling, service agreements for EMS supplies and upgrades for county communications and security systems.
Commissioners asked for clarifications on several items before the vote. Commissioner Heidi Carter requested confirmation that a service contract with the Animal Protection Society of Durham would be considered in a forthcoming work session prior to lease actions; County staff said the service contract would appear on the August 5 work session agenda and that the lease renewal was ready for approval. Commissioner Brenda Howerton highlighted and supported adoption of Durham County’s updated strategic plan. County staff explained the scope and funding sources for a food security grants program to be administered by Communities in Partnership.
Vice Chair Nimasheena Burns moved to approve the consent agenda; Commissioner Carter seconded the motion. The motion carried unanimously.
The approvals update the county’s FY2023–25 capital and operating budgets and authorize multiple contracts and project closures described in the board packet. Specific ordinance texts and project numbers were entered into the record as part of the consent motion. The Board did not vote on separate amendments outside the consolidated consent vote.
What happens next: approved contracts and budget amendments proceed to implementation by county departments; staff will return to the Board with routine updates or as required by individual contract terms.
