Durham County staff presented a bundled consent agenda at the Sept. 3 work session that included affordable housing, public health and capital project items for the Board’s review.
Peri Manns, Deputy Director, described the 500 E. Main St. affordable housing development and said the original documents included a 50‑year right of first refusal for the County should the owner stop maintaining affordability. Tammy Vaughn, SMART Program Supervisor, summarized a Budget Ordinance Amendment recognizing $246,000 from the U.S. Department of Justice for a jail initiative to increase access to opioid use disorder treatment; the funds would support 90‑day temporary housing, additional TVs in jails, a certified drug/alcohol specialist contract, supplies and travel.
Staff also presented a Capital Project Amendment appropriating $307,428 of ARPA funding and $115,000 of budgeted debt service to a PAYGO fund supporting a new JSD Transition House Renovation project with a total budget of $422,428 and an architectural design contract not to exceed $336,618. Several other consent items were listed with no board questions, including a $1.5 million Department of Energy award for an Energy Burden and Emissions Reduction Program, contract amendments for election printing and mailing, and capital transfers and purchases for Durham Technical Community College projects.
The consent listing also noted acceptance of Federal Aviation Administration grant offers to the Raleigh‑Durham Airport Authority totaling $45,478,766 (one grant for $35,478,766 and a draft offer for $10,000,000). Staff did not present further questions on these consent items during the work session; items were placed on the September regular session consent agenda for board action.
