Durham commissioners appoint Claudia Hager acting county manager after citizen asks for transparency

The Durham County Board of Commissioners on Aug. 26 approved appointing Deputy County Manager Claudia Hager as Acting County Manager and recessed into a closed session to discuss a personnel matter.
During the public-comment period, citizen Amanda Wallace asked the Board for transparency about the reason County Manager Dr. Kimberly J. Sowell was placed on a leave of absence. Chair Nida Allam told Wallace the Board would not comment because it was a personnel matter. Commissioner Heidi Carter then moved to approve Consent Agenda item 24-0602 (the appointment of Deputy County Manager Claudia Hager as Acting County Manager); Vice Chair Nimasheena Burns seconded and the motion carried unanimously.
Interim County Attorney Curtis Massey asked the Board to add a closed session to the end of the agenda regarding a personal matter; the Board approved the addition earlier in the meeting. Later, Commissioner Brenda Howerton moved, Vice Chair Burns seconded, and the Board entered Closed Session under North Carolina General Statutes §143-318.11(a)(6), which permits the board to consider personnel qualifications and related issues. After the Closed Session, Chair Allam said the Board had met in Closed Session and provided direction to staff.
The meeting record shows the Board voted unanimously on the appointment and to adjourn into Closed Session. The Regular Session was adjourned at 8:18 p.m.
