Peri Manns, Deputy Director of Engineering and Environmental Services, said the first step for the Animal Shelter is a program verification study to confirm and update prior assumptions and that staff had shared feedback with the Sheriff'9s Office and the Animal Protection Society.
Acting County Manager Claudia Hager and Keith Lane, Director of Budget and Management Services, told the Board that if a general obligation bond measure failed, the County could consider Limited Obligation Bonds or other debt instruments at potentially higher interest rates. The Board requested additional information on storage facilities, parking and fleet maintenance needs for the Sheriff'9s Office and General Services, a prioritized infrastructure list, and gantt charts showing timelines and cash flows for in-progress projects; staff offered to return with those materials, possibly in November.
