Clerk Barbara Allen read the resolution title: "A RESOLUTION ENACTED BY THE CITY OF PARMA HEIGHTS OF CUYAHOGA COUNTY, OHIO, AND THE STATE OF OHIO [DEPARTMENT OF TRANSPORTATION] TO REPLACE THE INDEPENDENCE BOULEVARD BRIDGE, AND DECLARING AN EMERGENCY." Councilwoman Maruschak moved to suspend the rules and Councilwoman DeSouza seconded; the motion to suspend the rules carried with recorded ayes, and council then moved for passage. The vote was recorded as unanimous in favor.
