Garfield County commissioners reorganize leadership, set January highway spending caps and approve multiple contracts

At its Jan. 5 meeting the Garfield County Board of County Commissioners elected officers, approved monthly highway spending limits totaling about $6.8 million across funds, authorized a CDBG contract and several service agreements, reviewed warrants and transfers, and recessed to inspect county facilities.
The Garfield County Board of County Commissioners met Jan. 5, 2026, and on motions by commissioners reorganized the board, established spending limits for highway funds and approved several contracts and claims.
Commissioner Reese Wedel moved to nominate Clarence Maly as chairman, Wedel as vice-chairman and Joe Kegin Jr. as member; each nomination carried unanimously (Aye: Maly, Wedel, Kegin). The board also approved the minutes of Dec. 29, 2025.
In a set of fiscal votes the board adopted three resolutions setting maximum monthly highway expenditures for January 2026: Resolution #26-2 (Highway) for $3,569,747.38, Resolution #26-3 (Highway Expenditures—CBRI) for $2,888,398.09, and Resolution #26-4 (Highway—CIRB) for $312,608.91. All three measures passed on unanimous votes.
The commissioners approved Resolution #26-1 designating the Enid News & Eagle as the county's official publication and authorized the chairman to sign Oklahoma Department of Commerce Community Development Block Grant Part 1, Contract #19781 (CDBG 25).
The board authorized the chairman to sign a Shuterra Roadside Right-of-Way Herbicide Vegetation Management (HVM) Maintenance Service Agreement and approved a $765 quote from Frame Master to install art in the courthouse. Commissioners also approved December 2025 monthly reports (Health Department and Treasurer) subject to audit and transferred $2,000 from contingency to charity.
After a morning recess to inspect county facilities, the board reconvened and reviewed and approved prior- and current-year warrants, purchase orders and claims across multiple funds, including items funded from the American Rescue Plan Act and general, highway and health funds. Approved payments and vendors listed in the record include John Vance Motors, Quadient Finance USA, Inc., KirKham Michael, and many others; several lease rental payments also appear in the approved warrants.
Under New Business Commissioner Joe Kegin Jr. raised the possibility of a countywide burn ban; the board discussed the item but took no action and carried unfinished agenda items to a later date. With no further business the board adjourned to meet Jan. 12, 2026.
