Morgan County commissioners approve contracts, change orders and routine items; Keefe Construction awarded Snyder Grader Shed

The Board of Morgan County Commissioners approved a slate of routine items and construction actions at its Oct. 7, 2025 meeting, including a contract award for a grader shed and two construction change orders.
Commissioner Kelvin S. Bernhardt moved and Chairman Jon J. Becker seconded approval of the consent agenda, which included ratification of meeting minutes (Sept. 16), chairman signatures on September warrants, stormwater inspection signoff, and several contract actions: Contract 2025 CNT 077 with Sniffer Robotics, LLC; Contract Renewal 2024 CNT 019 R1 Dependable Diesel; Contract Renewal 2020 CNT 136 R5 Turn Key Health; Contract Amendment 2021 CNT 044 AMD1 Home WAV, LLC; and approval to submit a VALE grant application for Jan. 1–Dec. 31, 2026. The consent motion carried 2‑0.
On procurement, Mike Cox, Morgan County Building Maintenance Director, presented seven bids for RFP 2025‑1002‑001 Snyder Grader Shed. Keefe Construction Services submitted the lowest responsive bid at $326,266.00 and Cox recommended award to Keefe, noting the bid fits the 2025–2026 budget. Chairman Becker asked why a warranty was not included in the bid paperwork; Cox said he believed the warranty "just wasn’t included in the paperwork" but that warranties typically accompany county projects. The board approved the award to Keefe Construction Services with the condition a warranty be provided; motion carried 2‑0.
The board also approved two construction change orders presented by Cox. Change Order 2025 CNT 007 for the Infrastructure Replacement Project addresses an omission: plumbing controls were not included in the original electrical plans; the board approved the change order on a 2‑0 vote. Change Order 2025 CNT 027 for the Morgan County Hog and Sheep Barn covers an unanticipated gas line and increases the contract by $14,738; the motion passed 2‑0. Cox said he would request as‑built reports from Keefe Construction following the projects.
In other business, Morgan County Sheriff Dave Martin noted the department is managing two large unfunded state mandates, including compliance with the Jail Standards Commission and implementing online bail bonding under HB25‑1015. Planning and Zoning Director Nicole Hay said vacancies remain on the Planning Commission and Board of Adjustment. Clerk and Recorder Kevin Strauch said ballots would be mailed Oct. 10 and the Colorado County Clerk’s Association is reviewing potential legislative proposals.
