Planning staff on Dec. 16 presented an application from KS Land LLC to amend an existing special‑use permit and expand the Four X Ranch gravel pit from roughly 33 acres to about 77 acres. The Planning Commission had recommended approval with conditions; staff emphasized a road maintenance agreement as a required condition for approval.
Public Works Director Bruce Bass said the required road stabilization depends on final route selection but estimated about two miles could require up to 12 inches of added road base in places and that KS Gravel could provide the material and perform stabilization; the county will inspect the work. Staff recommended haul‑in and haul‑out routes from the south (two route options) with signage, a prohibition on on‑road stacking of trucks, and an annual review of road condition.
Owner Russell Smith objected to moving the gate, questioned responsibility for roadway improvements and said he preferred a timed gate to keep trucks off the road. He also disagreed with the proposed southbound haul route near a busy dairy and suggested a traffic study. Chairman Jon Becker said a gate timer could be a reasonable compromise but recommended following county direction for routes that can handle truck traffic.
Commissioner Kelvin Bernhardt moved to continue the amended special‑use permit hearing to Jan. 6, 2026 to allow applicant and staff to finalize access and road‑maintenance language; Commissioner Malone seconded and the motion carried 3–0.
