Morgan County delays 2026 budget adoption; sets special meeting after audit remains incomplete

Morgan County commissioners on Dec. 16 continued the public hearing on the 2026 budget and moved formal adoption, levy and appropriation resolutions to a special meeting set for Dec. 22, 2025 after auditors and finance staff reported the 2024 audit remained unfinished.
Chairman Jon Becker told the board the county’s finance office has experienced turnover and technical issues that delayed completion of the budget and audit. "I as being the board chairman take the blame and requests all questions of concern be directed to me," Becker said, and he said staff were working to finish the audit and budget documents.
Commissioner Tim Malone moved to continue the budget review hearing to Dec. 22, 2025 at 9 a.m.; Commissioner Kelvin Bernhardt seconded and the motion passed 3–0. The board also moved Resolution 2025 BCC 51 (2026 budget adoption), Resolution 2025 BCC 52 (levy), and Resolution 2025 BCC 53 (appropriations) to the Dec. 22 meeting for final action.
Becker said the finance office has engaged outside consultants and is creating timelines and checklists to prevent recurrence, and he thanked outgoing finance staff for their work. The deferrals give staff time to finalize required filings and the county audit before formal budget adoption.
Next procedural steps: the board will reconvene Dec. 22 to consider final budget adoption, levy certification and appropriation resolutions. Until then, the items remain continued.
