The Green Level Town Council voted May 9 to repeal sections 32.15–32.17 of the town’s Code of Ordinances, reflecting a prior reallocation of Board of Adjustments duties to the Planning Board, and approved a Certificate of Occupancy process to determine and record the number of lots allowed in mobile home parks.
Town Attorney Eugene Russell referenced the previously passed zoning ordinance that transferred Board of Adjustments duties to the Planning Board. Councilmember Stephanie Enoch moved to repeal the specified code sections; Councilmember Michael Trollinger seconded and the motion passed unanimously (5-0).
Town Administrator Barrett Brown explained the Certificate of Occupancy will establish a baseline lot count and an agreement between park owners and the town. He said empty lots with hookups currently count as nonconforming lots and must be removed if vacant for more than 180 days. Councilmember Hosea McBroom moved to approve the Certificate of Occupancy; Mayor Pro‑Tem Patricia Jones seconded and the motion passed unanimously (5-0).
The council also discussed that rezoning decisions and litigation involving mobile home parks have generated resident concern and that the Certificate of Occupancy would create a starting point to confirm lot counts and regulatory compliance.
