Spencer County Fiscal Court adopted an inmate transportation resolution July 3 that designates responsibilities for transporting inmates to contracted detention facilities, court appearances and juvenile detention as required under state law. County Attorney Corey Thomas explained either the Jailer Draft or the Magistrate Draft would meet statutory requirements; the court chose the Jailer Draft and specified it takes immediate effect as a resolution rather than an ordinance. The resolution names the Spencer County Jailer or the jailer's transportation officer(s) or designee(s) as responsible for transporting inmates lodged outside contracted facilities to court appearances in the 53rd Judicial District or Circuit, allows assistance by the sheriff's office upon request and addresses juvenile and mental-health transports.
The court then approved hiring Richard Morris as a Transportation Officer (motion recorded 5-1). Discussion around the appointment noted training requirements (24 hours for a Deputy Jailer) and that hours must be documented to distinguish service under the sheriff versus the jailer. The court set a $60 flat fee per run in prior discussion for court security/transport activity noted in packet materials.
