Spencer County Fiscal Court delays approval of reapportionment map

County Judge/Executive Scott Travis said the court would not adopt the reapportionment committee's proposal at its July 17 meeting, moving to delay action so absent magistrates could weigh in.
The issue, presented by Joseph Garcia of the Kentuckiana Regional Planning & Development Agency (KIPDA), centered on redrawing magisterial voting districts to meet state population-balance rules after the census. "By law, by statute, they had to, every ten years, when they do the census, you have to redraw the voting lines," Judge Travis said while explaining legal constraints such as the requirement to keep census blocks intact.
Garcia displayed a map and population chart showing districts within the allowable population range; court members focused their questions on how shifts would affect Elk Creek, Waterford, Taylorsville and Campbranch. Magistrate Esq. Cotton said he would have preferred to have attended the reapportionment committee's meeting and raised several technical concerns about splitting communities and the placement of slivers of population.
Esq. Travis moved to reject the committee's proposal and postpone consideration until a later meeting so the missing members could participate; Esq. Cotton seconded the motion and the court approved it by roll call vote. Judge Travis noted the county has a 60-day window to adopt a different plan if it rejects the committee's draft.
The court indicated it will revisit reapportionment at its next available meeting and that committee members will refine maps and draft alternatives before final action.
