Water council recommends using Spencer County’s CWP Round 2 funds to finish Mill Road upgrade

At a Spencer County Water Management Council meeting summarized in the Sept. 18 packet, Justin Carter of KIPDA told the council that Kentucky Infrastructure Authority had released Round 2 Cleaner Water Program (CWP) funds and allocated $1,183,914 to Spencer County.
Carter recommended counties prioritize Round 2 funds to close gaps on Round 1 projects rather than starting new projects, because using Round 2 to complete existing allocations avoids additional environmental review and more stringent requirements tied to other funding sources. He said KIA expects counties to prioritize fully funding existing Round 1 projects.
Taylorsville Public Works Director Harold Compton and Joseph Sisler of Sisler & Maggard Engineering reported that the Mill Road Upgrade SR 1795 (WRIS WX21215002) remains the county’s top priority. Sisler provided a new total project cost of $1.9 million; after applying the county’s Round 1 allocation there was a remaining gap. Taylorsville City Clerk Steve Biven said the city would commit $5,400 from its general fund to close the remaining funding gap.
On a motion by Mr. Biven, seconded by Spencer County Judge/Executive John Riley, the council voted unanimously to allocate the county’s Round 2 CWP funds ($1,183,914) to the Mill Road Upgrade project.
The council’s action directs those CWP funds but does not, in these minutes, show construction contracts or a county appropriation schedule; engineering and disbursement steps follow the KIA and local project timeline.
