Fiscal Court approves zoning requests, $700,000 CD investment and routine bills; animal-shelter contract negotiations authorized

At its Nov. 20 meeting the Spencer County Fiscal Court approved a series of routine and fiscal items:
- Zoning approvals: The court approved four second-reading zoning requests (Stillwell; Lott; Whitehead/Zeller consolidation to create Lot 92C; Ronald & Norena Jo Booth with a binding element limiting to two single-family dwellings). The Booths were ordered reimbursed $400 for the fee difference between commercial and residential applications.
- Animal shelter negotiation: The court directed the County Attorney to negotiate with the Spencer County Humane Society to develop a draft contract for the proposed animal shelter and accepted that the next step would be to review contractual terms before committing funding.
- Investment and transfers: The court authorized Treasurer and Judge to invest $700,000 in certificates of deposit and approved a series of routine invoices, bills and transfers presented in the packet.
- Surplus equipment and auctions: The court declared a post driver surplus and authorized sale at Jewell’s Auction on Dec. 2.
Motions for these items were made and carried by voice vote. The court also scheduled a special morning meeting for Jan. 4, 2024, to accommodate holiday closures and packet timing.
